Section 23: An applicant does not qualify to be issued with a licence to carry on insurance business unless the Commission is satisfied that,(a) the applicant,  (b) a person who has a share or an interest in the applicant, whether legal or equitable, where the applicant is not a public company,(c) a person associated with the applicant, and(d) a principal member of the applicant, where the applicant is a mutual companyis a fit and proper person to carry on insurance business
