Regulation 246A manager of a gold processing plant shall ensure that(a) a heap leach pad in the plant has (i) an emergency pond that can contain run-off water from the heap leach of a one-in-hundred years twenty-four hour storm event; (ii) one borehole at each side to control ground water quality;(iii) a soil liner of not less than thirty centimetres with a permeability of less than 1 x 10-7 cm/sec;(iv) a drainage blanket of not less than fifty centimeters; and(v) a HDPE liner with a permeability of less than 1 x 10-11 cm/sec;(b) the drainage blanket is equipped with a leak detection system and a drainage system for recovery of the leakage; and(c) a heap leach pad is not operated if the HDPE liner is defective.
