Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 203(1)  Where  an applicant  provides  all the information  required in regulation 202, the  District  Office of the  Commission shall  assign  an appropriate  code to the application,  and record  in the Priority  Register, the details  of  the application   including  the  date, hour  and  minute  the application  was  submitted.(2)  An application shall not be recorded in the Priority Register unless the information required in regulation 202 is provided by the applicant.(3)  Where an application is recorded in the Priority Register, the District Office of the Commission shall transfer the information submitted by the applicant onto an Application  Certificate,  as set out in Form  Two of the First Schedule.(4) The Application Certificate shall be signed by the applicant and the District Officer, and issued to the applicant.(5)  Where an  application   is recorded   in the Priority  Register, the District  Office of the Commission  shall plot the area applied for as a provisional  polygon  on  the cadastral  map,  and  the application  shall be considered  as a pending  application  until a final decision is made to grant or reject the application.(6) Subsequent applications relating to part of or the entire provisional polygon shall be recorded  in the Priority  Register chronologically, and shall be regarded as valid  applications  until  they  are considered  after the preceding  application  has been rejected.  

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
