Regulation 199(1) The requirements  and procedures  for amendment, division, merger,  transfer  or assignment, mortgage, and surrender of  a mining lease  are,  subject  to  the  appropriate modifications, the same as the requirements and procedures  for amendment, division,  merger, transfer or assignment,  mortgage  and  surrender  of a prospecting  licence  under these Regulations.(2)  Subject to subregulation (1),(a) an application  for amendment  of a mining lease shall be as set out in Form Fifty-One  of the First Schedule;(b) a notice of the grant of the amendment  shall be as set out in Form  Fifty-Two  of the First  Schedule;(c)  an application  for division of a mining  lease shall be as set out in Form  Fifty-Three  of the First  Schedule;(d) a notice  of the grant  of the  division  shall be as set out  in Form  Fifty-Four  of the First Schedule;(e)  an application  for merger  of mining  leases  shall be as set out in Form  Fifty-Five of the First Schedule;(f)  a notice  of the  grant  of the  merger  shall  be as set out  in Form  Fifty-Six of the First Schedule;(g) an application  for transfer  or assignment  of a mining lease shall be as set out in Form Fifty-Seven of the First Schedule;(h) a notice  of the approval  of the transfer  or assignment  shall be as set out in Form  Fifty-Eight  of the First Schedule;(i)  an application  for mortgage  of a mining lease shall be as set out in Form Fifty-Nine of the First Schedule;(j) a notice  of the approval  of the mortgage  shall be as set out in Form Sixty of the First Schedule;(k)  an application  for surrender  of a mining lease shall be as set out in Form  Sixty-One  of the First Schedule;(l)  a notice of the approval  of the surrender  shall be as set out in Form Sixty-Two of the First Schedule;(m) the certificate of surrender shall be as set out in Form Sixty­Three of the First Schedule.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
