Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 192.(1) An application shall be rejected if the applicant(a)  submits an application  for extension later than ninety days before the expiration  of the licence,(b) makes  a statement  which the applicant  knows  or ought  to know is false or misleading  in any material  particular,  or(c) does  not  correct  the  errors or provide  the  information required  under regulation 191(2) within  ten days from the date of notice.(2) Where an application is rejected, the Commission shall on behalf of the Minister give notice  to the applicant  of the rejection and the reasons for the rejection, as set out in Form Four of the First Schedule.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
