Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 253.(1)  In accordance with section  89 of the Act,  the Commission may, where it considers that it is in the public interest to encourage small scale mining  in an area, recommend to the Minister to designate  that area for small scale mining  operations.(2) On approval  of the  recommendation,   the Minister  shall by notice in the Gazette designate the area for small scale mining operations.(3)  The notice in subregulation (2) shall specify(a) the cadastral  coordinates  of the area;(b) the number  of small scale cadastral  units; (c)  the size of the area in hectares  and acres; (d) the mineral  to be mined;  and(e)  the district where the area is situated.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
