Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 207(1) Where  an application  complies  with regulation  202 and the application  has been  accepted by the Commission,  the Mineral  Titles Department of the Commission  shall within  fifteen days after recording the application  in the  Priority  Register, prepare  a notice of the pending application  as set out in Form  Six of the First Schedule, and(a) publish  the notice  in the Gazette;(b) give a copy  of the notice  to the relevant  chief, traditional authority  or  land owner and the relevant District Assembly;(c) publish  the notice in(i)   a newspaper  circulating  in the area concerned,  and(ii)   in a manner  customarily  acceptable to the area that is the  subject matter  of the application;(d) post a copy of  the notice  on the(i)   notice board  of the relevant  office of the  Commission;  and(ii)   on the land which is the subject matter  of the application;  and(e) submit a copy of the notice to the Office of the Administrator of Stool Lands, the Lands Commission  office in the area, and  any other person  designated  by the Commission.(2)  The notice given under subregulation  (1) shall include a map showing the proposed  boundaries  of the land which is the subject matter of the  application.(3) An  owner or lawful occupier  of land  who  is likely to be affected by the grant of the small scale licence shall submit a written statement  of that  owner's  or occupier's  interest  to the Commission  through the respective District Assembly within twenty-one  days from the date of publication  of the notice  in the  Gazette.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
