Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 219(1) The District Office of the Commission shall within five days after recording  an application  in the General  Register, review the application to ensure  that(a) the area applied for is correctly identified and the co-ordinates supplied are consistent with the geographic and geometric rules prescribed  in these Regulations;(b) the application  was submitted at least ninety days before the expiration  of the licence;(c)  the documentation required is complete and valid;(d) the  holder's activities  under  the  previous  programme of mining  operations  were  conducted  satisfactorily;  and(e) the applicable fees have been duly paid by the applicant.(2)  Where  an application  does not comply with the provisions in subregulation (1), the  District  Office of the  Commission   shall  give notice  to the applicant  accordingly within five days after the review, as set out in Form Three of the First Schedule and the applicant shall correct the errors or provide  the information  required  within  ten days from the date of the notice.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
