Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 51(1) The Mineral Titles Department of the Commission shall where the applicant  has provided  all the information  required  under regulation 50, record in the General Register, the details of the application, including the date, hour  and  minute  the application  was submitted.(2) An  application  shall not be recorded  in the  General  Register unless all the information  required under regulation 50 is provided by the applicant.(3) The Mineral Titles Department of the Commission shall record the application in the General Register and transfer the information submitted by the applicant onto an Application  Certificate, as set out in Form Two of the First Schedule.(4) The  Application Certificate shall be signed  by the  applicant and the Director  of the Commission  responsible for Mineral Titles.(5)  The  Mineral Titles Department of the Commission shall record the application in the General Register, and plot the area corresponding to the proposed merger as a provisional polygon on the cadastral map(6) The  original polygons corresponding to the  reconnaissance licences which have not' been merged are valid until  the application for the merger is granted.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
