Regulation 46The licence shall state(a) the registered  name  and address of the holder;(b) the date of the grant of the licence;(c)  the term of the licence, which shall not exceed the residual term  of the original licence;(d) the minerals  to be reconnoitred;(e)  the  period  of limitation for submission  of an  application for renewal;(f)  the  cadastral  co-ordinates of the area  and  the  number  of blocks;(g) the ground rent payable;(h) the obligations of the holder in relation to reporting requirements;(i)  the rights of the holder  and third  parties;(j)  the annual  mineral rights fees to be paid, which  shall be at the same rate as the original licence; and(k)  other terms and conditions determined  by the Minister,

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
