Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 136.(1)  Where  the  applicant   provides  all  the  information   required under regulation 135, the Commission shall record in the General Register, the details  of  the  application   including  the  date,  hour  and  minute  the application  was submitted.(2)  An application shall not be recorded in the General Register unless the information required  under  regulation  135 is provided  by the applicant.(3) The Mineral Titles Department of the Commission shall on recording the application in the General Register, transfer the information submitted by the applicant onto an Application  Certificate,  as set out in Form Two of the First Schedule.(4) The Application Certificate shall be signed by the applicant and the Director of the Commission responsible for Mineral  Titles and issued to the applicant.(5) The  Commission shall in the case  of a transfer or assignment of an undivided  proportionate part of a licence, plot the area corresponding  to the transfer or assignment  as a provisional polygon on the cadastral  map  and the  original polygon  corresponding  to the licence  is valid until the application  for transfer  or assignment  is granted.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
