Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 94. (1)  Where   an application complies with regulation 91, the Mineral  Titles Department   of the Commission   shall within  fifteen days after recording  the application  in the Priority  Register, publish  a notice of the pending  application  as set out in Form  Six of the First Schedule, in the Gazette and,(a) give a copy  of the notice  to the relevant  chief, traditional authority or land owner and the relevant District Assembly;(b) publish the notice  in a newspaper   circulating  in the  area concerned  or in a manner  customarily acceptable to the area that is the subject of the application;(c)  post the notice  on the notice board  of the relevant  district office of the  Commission;(d) post a copy of the notice on the land subject to the application;and(e) give a copy of the notice  to the Office of the Administrator of Stool Lands, the Lands  Commission office in the area and any other person designated by the Commission.(2) The notice given under subregulation (1) shall include a map showing the proposed boundaries  of the land which is the subject matter of the application.(3) An owner or lawful occupier  of land who may be affected by the grant of the prospecting licence shall submit a written  statement of their interests to the Commission through the District  Assembly within twenty-one days  from  the  date of publication of the  notice   in  the Gazette.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
