Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 30(1) A holder of a reconnaissance licence or a restricted reconnaissance licence  may,  at anytime  during  the  term  of  the  licence,  apply  to  the Commission, as set out  in Form  Eleven  of  the  First  Schedule,  for an amendment  of the licence to include an additional  mineral  or to exclude a mineral  already subject to the licence.(2) Where  a holder of a restricted reconnaissance  licence discovers a mineral which is not an industrial  mineral and which is not the subject matter of the licence, the holder shall apply for the grant of a reconnaissance Iicence under these Regulations.(3) Where a holder of a reconnaissance  licence  discovers  an industrial mineral  which  is not the subject  matter of  the licence,  the holder shall apply for the grant of a restricted  reconnaissance  licence, a restricted  prospecting  licence  or a restricted  mining  lease to explore  or exploit the mineral  under  these Regulations.(4)  An application  under this regulation  shall include,(a) particulars  of the mineral  to be included  or excluded;(b) proposed  amendments  to the work programme; and(c)  evidence  of payment  of  the applicable  fees.(5)  Where  an applicant  provides  all the  information  required  in subregulation  (4), the Commission  shall record  in the General Register, the details  of  the application, including the date, hour  and  minute  the application  was  submitted.(6) The Mineral Titles Department of the Commission shall on recording the application in the General Register, transfer the information contained  in the General  Register onto an Application  Certificate, as set out in Form Two of the First Schedule.(7) The  Application  Certificate  shall be signed  by the  applicant and the Director  of the Commission  responsible  for Mineral  Titles.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
