Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 26(1) The Commission shall, within twenty-one days after the Minister has approved the recommendation for the grant of an extension to the applicant,  on behalf  of the Minister  give notice  to the applicant  of the grant and the fees payable in respect of the grant, as set out in Form Ten of the First Schedule.(2) The  applicant  shall within  fifteen  days  after  the  date  of the notice in subregulation  (1), pay the applicable  fees to the Commission.(3) The Minister  shall grant the extension  to the applicant  within fifteen days after the date of payment.(4) The  grant  of the  extension  shall be by a letter  signed by the Minister  and addressed  to the applicant.(5) The extension shall be for a term not exceeding twelve months, subject to the terms  and conditions  of the original licence and  to other terms  and conditions  determined  by the Minister.(6) The letter issued by the Minister  shall form part of the terms of  the original licence,  and  where  a provision  of the  licence  conflicts with a provision  of the latter, the provisions  of the latter shall prevail.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant.
