Minerals and Mining (Licensing) Regulations 2012 (LI 2176)

Regulation 1For the purpose of establishing mineral  rights or mining  cadastre under these Regulations, the surface of the Republic of Ghana  is divided into  cadastral units consistent with  the  grid  defined by  the  Gauss geographic co-ordinates(a) the cadastral map shall be on a scale of 1:50,000 based on the topographic map of the Republic of Ghana produced by the Survey and Mapping Division of the Lands Commission, as well  as on the  Gauss  projection and  the  British  War Office  spheroid;  and(b) the location of cadastral co-ordinates on the ground by GPS shall be made  using  the  official  geodetic  transformation parameters  provided  by the Survey and Mapping  Division of the Lands  Commission, and where  there  is a conflict between  the field topographic  data  and  the cadastral  map co-ordinates,  the cadastral  map  co-ordinates  shall prevail.

Procedures to Follow

Submit Your Application
Once you have filled and gathered all the required documents you will have to submit it at the district office.
It takes 5 days to review the application. The next 5 days is for notification of errors.
Submission To Mineral Titles Department (MTD)
10 days after registration, the district office shall submit the application to MTD.
MTD review the application in 10 days and records it in the priority register 
MTD Publishes In The Gazette
15 days after recording, MTD publishes in the gazette, notify chiefs, traditional authorities etc. through the Commission's District Offices. 
Application Dossier
Within
ten (10) days after publication, District Office shall submit application dossier to MTD for appropriate recommendation to Minister
Minister Takes Decision
Once you have completed these steps you are ready to start your business.
You need to renew your license every three (3) years.
Approval / Rejected
21 days notification to applicant and Fees payable if approved.
Reasons are given if rejected. 
Applicable Fees
Within 60 days, applicant pays applicable fees and gives notice of acceptance of the grant to Minister and Commission in writing. 
License
Minister on proof of payment of applicable fees, issues licence to applicant within 30 days after the date of acceptance of the grant....
