Regulation 36—Import and export control(1) An Inspector may(a) remove samples of explosives for the purpose of conducting analyses or tests to determine the quality of the explosives; and (b) open and inspect a consignment of explosives, whether it is in a container or not, at a place and time determined by the Inspector. (2) An Inspector who reasonably suspects that a consignment of explosives does not comply with these Regulations, may prohibit that consignment from being issued until it has been demonstrated to the satisfaction of the Inspector that the product is safe for use.
