Regulation 143 —Responsibility for magazines(1) A manager shall appoint a person who has a certificate of competency for that purpose as a magazine keeper to handle explosives in accordance with regulation 15 (2) (a) (iii).(2) The person in charge of a magazine shall(a) keep the key of the magazine only for the time that the key is required to be used, and(b) where the key is not required for immediate use, keep the key securely locked in a safe place determined by the manager. (3) The person in charge of a magazine shall keep in the magazine a register that shows(a) the current stock of explosives;(b) the quantities and type of explosives issued and received; (c) the dates of the issues and receipts;(d) the person to whom the issues where made or from whom the explosives where received;(e) the name of the person in charge of the magazine which issued or received the explosives; and the explosives register shall be open for inspection by an Inspector or person authorised by the Chief Inspector.
